Climate Diplomacy Programme

Mission

International coordinated action is essential to stand a chance of closing the "emissions gap" between pledged action and the requirements for a 2°C pathway. The Climate Diplomacy Programme works to promote the creation of a favourable international environment that facilitates, strengthens and boosts ambitious domestic action and reinforces its implementation. This in turn enhances the willingness to enter into more ambitious commitments in international agreements.

What we do

The Climate Diplomacy Programme pursues a number of initiatives in its Global Climate Policy strategy to use international levers to change domestic political conditions in favour of ambitious climate action. We work to reinforce positive interactions between the international and domestic arenas on green growth, finance and transparency and accountability: fostering bottom-up action and anchoring it in top-down elements.

Initiatives include:

  • Mainstreaming the green growth narrative internationally, identifying and effectively spreading best practices in green growth planning and execution.
  • International financing for green growth, by fostering transparency and strengthening the EU commitments on climate finance, and promoting new sources of climate finance.
  • Producing a widely accepted information base for mitigation, run by impartial scientific institutions, and acting as part of a de facto MRV (measurement, reporting and verification) system.
  • Identifying and learning from effective models of transformative, large-scale international cooperation on mitigation, involving and leveraging financial and technological collaboration.
  • Strengthening momentum in international fora, towards a strengthening of the commitments, with a view to creating a strong climate regime with binding elements, to ensure accelerated and coordinated action beyond 2020.
