Finance and Grants Manager, European Climate Foundation

The ECF is recruiting a full-time Finance and Grants Manager.
This person will be a key member of the leadership team and is responsible for all aspects of managing the financial resources of the organisation, as well as maintaining and improving an effective and efficient grants management and associated workflow system. The specific duties and responsibilities include:
- Financial management
- Overall management of the ECF's financial resources
- Support to CEO and the leadership team on all finance related issues
- Daily accounting and financial tasks, including cash management and forecasting, e-banking transactions, and managing foreign exchange exposures
- Regular monthly and ad-hoc financial reporting and annual financial statements
- Financial controlling, audit preparation, and implementation of audit recommendations
- Principal lead with auditors, banks, financial institutions, external accountants, advisors, and others as required
- Support to HR on payroll
- Budget management
- Annual organisational budget preparation in cooperation with the CEO and leadership team
- Support to ECF programmes in preparing programmatic budgets
- Funding source and budget monitoring
- Grants Management
- Grant management workflows, process, and procedures
- End-to-end grant awarding processes, including compliance with internal rules and regulation and grant reporting and payments
- Advising and training of staff and grantees on grant procedures and financial management
- Preparation of grant reports and other materials for management
- Updating the grants management policies and procedures as needed
- Administrator of grants management system in conjunction with IT and other staff
- Other
- Supervision of a small finance and grants management team
- Budget preparation for funding applications and financial reports to donors in cooperation with the Director for External and Donor Relations
- Ensuring financial due diligence of grantees
Qualifications
Required:
- Degree in finance, accounting, business administration, or other relevant area
- 5-10 years professional experience in a similar role, preferably in an international organisation or a private foundation
- Demonstrated interest in the mission and values of the ECF
- Strong attention to detail
- Ability to prioritise diverse tasks
- Good written and verbal communications skills
- Proficient user of Microsoft Office applications (especially Excel)
- Fluency in English
Preferable:
- Professional financial / accounting certifications a definite advantage
- Previous experience in a grant making organisation or private foundation
- Experience with grant management systems and financial management information systems is an advantage
- Excellent team player qualities, enthusiastic personality, a sense of humour, and results-orientation
- Working knowledge of Dutch
- Willingness to relocate to Brussels if needed

Senior Associate, Energy Efficiency Programme

The ECF is funded by major multi-year commitments from donors in Europe and the United States. The ECF is part of the international ClimateWorks Network that shares goals, strategies and resources to address the global challenge of climate change mitigation with a global network of aligned organizations.
The Energy Efficiency Programme pursues a number of strategic initiatives to increase energy efficiency in the European economy. We aim to ensure that effective energy policies are adopted and implemented at the EU and national levels by leveraging a network of political contacts, grantees and other partners in Brussels and Member States. Major initiatives include:
- Creating the regulatory and market framework for large-scale energy efficiency investments.
- Ensuring the implementation of the EU Energy Performance of Buildings Directive (EPBD) and the financing and delivery of energy efficiency retrofits to existing buildings.
- Reducing the energy consumption of appliances and equipment via the Ecodesign and Energy Labelling Directives.
Resources are prioritized around the most winnable political opportunities and innovative and replicable policies.

The ECF’s Energy Efficiency Programme is seeking to recruit a politically savvy Senior Associate to support the Energy Efficiency Director in a number of areas:
- Strategy: helping set programme priorities and budgets; co-developing and implementing political strategies with our network of grantees and partners.
- Grantmaking: soliciting and helping develop proposals from potential grantees; drafting recommendations for board consideration; managing consultants and occasionally commissioning studies; monitoring and evaluating progress and impact of initiatives and grants; and reporting to donors.
- Networking: building partnerships with stakeholders across the policymaking, business and civil society communities across Europe; convening meetings; representing the foundation at meetings.
The Senior Associate may manage specific initiatives directly. This position requires frequent travel between the Hague, Brussels, Berlin and other EU capitals.
Key competencies and characteristics
- 5-10 years of professional experience.
- Experience in an international organisation with a proactive, results-oriented culture. Experience as a civil servant in an European Member State Government a plus.
- Strong background in energy policy and/or climate change policy. Demonstrated understanding of policy implementation challenges a plus.
- Outstanding English writing and presentation skills. Additional languages a bonus.
- Incisive, independent, analytic, creative mind.
- Proven ability to initiate and manage projects.
- Enthusiastic personality; a positive, can-do attitude; teamplayer.
- Sense of humor.
- Willingness to travel.
